Director

Frazer Stirling is a highly experienced senior Rail professional, with broad senior experience across rail engineering, operations, project management, procurement, and financing.

He joined Enigma Seven following several years at Go-Ahead Group where he established Go-Ahead in the Australasian market through consulting and tendering activity, developed bid strategy and zero emission bus deployment plans and led the Rolling Stock and Digital Rail strategies for numerous rail franchise bids. He has developed strategy, bids and plans across the rail and bus industries in the UK and Australasia

Leadership
Frazer is a creative, dynamic and strategic thinker with proven experience in developing high quality business strategy for complex rail operations. Under Frazer’s leadership, his teams have developed deliverable strategy for the deployment of rolling stock and Digital Rail technology in several UK rail franchises. He has experience in influencing business decisions across all levels of management, with a strong track record in securing support at executive level.

Frazer has an acute understanding of the asset lifecycle of procurement, operation, and maintenance to deliver capacity and performance.

Experience
Since joining the Go-Ahead Group from Southern Rail in 2013, Frazer has led franchise bids for both Go-Ahead and their Govia Joint Venture. Leading Rolling Stock Procurement, ETCS, business change, rolling stock and operational strategy. His experience is well developed in both the strategic and tactical operation, maintenance, and deployment of rolling stock (and associated depot and stabling strategies) through to the leadership through change, with the introduction of a new function to the Route Operating Centre. Frazer started his career at a rolling stock owner in the UK, rising from Graduate to roles in Fleet and Project Management, before becoming New Trains Manager responsible for the procurement of 700 ‘Electrostar’ vehicles from Bombardier.

Frazer then spent time at Southern Rail, finalising the deployment for the ‘Electrostar’ fleet, managing transition from warranty support to operator maintenance, before leading the deployment of two legacy fleets at the depot. He then moved to lead the ‘Fleet Control’ function. Where he led the business change to establish a new team within the Control function and led the deployment and delivery of the rolling stock fleet for operation and maintenance. Frazer has an intimate understanding of operations and the interface between rolling stock, operations, and infrastructure, enabling a holistic view to be taken on strategic planning decisions.

Most recently, Frazer has established Go-Ahead’s fledgling consulting offer, has led rolling stock and digital elements of the South Eastern franchise, and has developed Go-Ahead’s international strategy for the Australasian Market.
