Navigating the Rail Procurement Enigma
Join Enigma Seven for an interactive workshop series exploring how rail procurement is evolving in the context of the new Procurement Act and the transition to Great British Railways - and what these changes mean in practice for operators, procuring authorities, and the supply chain.
Delivered in a panel format, the three sessions will focus on practical insight, open discussion, and how better procurement decisions can drive stronger commercial, operational, and customer outcomes across the rail industry. Attendees will leave with actionable learning that can be applied to live and upcoming procurements, whether buying from or supplying into the sector. Enigma Seven will be joined by expert panellists from the rail industry, as well as Ray Carter from CIPS Carter’s 10 C’s.

She is a highly skilled and motivated procurement specialist with a diverse portfolio of completed procurements. Joanne joined Enigma Seven from East Midlands Railway where she held the position of Head of Procurement. During her time with East Midlands Railway, Joanne was seconded to West Midlands Trains as Head of Corporate to implement governance and process to transform procurement within the business. She has developed policies, strategies, processes and compliance within the rail and education sectors. Joanne is passionate, creative and strategic with her ability to transform procurement within businesses.

SESSION 1
Every engineering decision is also a commercial decision.
This session will discuss how engineering expectations can be managed alongside budget constraints and procurement rules and regulations. It will examine whether specifications are sometimes over-developed when budgets are limited, resulting in the supply chain bidding against requirements that may be difficult to deliver competitively on price.

SESSION 2
Effective scopes of work and specifications are the foundations of optimal outcomes
This session will focus on the importance of clear and well-structured specifications in supporting both the supply chain and contract delivery. Poorly defined specifications often lead to greater variation and, ultimately, increased cost. The discussion will also consider how the Procurement Act can be used more effectively, particularly through the competitive flexible procedure, including dialogue and multi-stage approaches. In addition, it will explore how Preliminary Market Engagement is often underutilised, leaving the supply chain without sufficient insight to bid as effectively as possible.

SESSION 3
Customers at the heart of every procurement
This session will explore how new train procurements can reflect customer expectations while balancing associated costs and quality considerations. It will also consider how procurement activity should take account of customer impact in areas such as rail replacement, catering, soft furnishings, and accessibility.
