Stephen is a highly experienced senior rail professional with broad experience across various roles and disciplines, including business development and bidding, relationship and contract management, and mobilisation and project management.
His expertise is orientated in the rolling stock sector in all respects, from new build sales (Hitachi Rail), to financing, leasing and maintaining rolling stock. He joined Enigma Seven following several years in leasing businesses (Porterbrook and Angel Trains) where he managed lease contracts and relationships with key industry stakeholders, such as the Department for Transport, Transport for Wales, and Transport Scotland, as well as transport groups and train operating companies across the UK. He also maintained relationships with industry partners in the manufacturing, maintenance and upgrade of new and existing rolling stock.

Stephen is a respected and trusted professional in the rail industry. Over the last twenty years, he has fostered relationships at all levels across the length and breadth of the industry. He introduced himself to rail through the delivery of heavy maintenance, modification and upgrade programmes on ScotRail and Northern Rail trains. This involved building relationships with suppliers, owners and operators to achieve the best possible output within a constrained budget. This experience led to more challenging roles managing and developing business growth in rolling stock leasing. This involved nurturing collaborative and trusted relationships at Board and Authority level for the execution of multi-million-pound long-term contracts.

Proven Track Record
In the last five years alone, Stephen has proven his ability to lead the preparation, negotiation and delivery of significant business growth. He has secured both short, medium and long term contracts with train operating companies including; GTR, ScotRail, Cross Country, East Midlands Trains, West Midlands Trains and Transport for Wales Rail. These contracts have included the provision of products, maintenance services and upgrades, along with associated agreements relating to component spares plus specialist tooling and equipment. These contracts have delivered profitable revenues of over £100m annually.
Commercial Acumen
Stephen has a wealth of knowledge in commercial and contract management. He is astute and disciplined in the governance of key contracts, ensuring the appropriate processes and measures are in place to promote good contract performance. He was responsible for a diverse portfolio of contracts worth over £300m annually, managing compliance with obligations and dealing with variations and disputes. He has the ability to identify and reduce commercial risk through appropriate action, having recently mitigated £30m maintenance losses through the introduction of an improved mechanism to more accurately identify and deal with cost adjustments over time.
