With a career spanning trade association, rolling stock leasing, recruitment and industry-wide campaigns, Jemma understands how the rail sector operates – commercially, politically and operationally. Her experience enables her to strengthen Enigma Seven’s commercial offering by aligning brand, messaging, stakeholder strategy and bid development to deliver measurable business growth.
Jemma has worked at the heart of the industry, engaging senior leaders, government stakeholders, suppliers and operators. She brings a practical understanding of how to position organisations for influence, credibility and competitive success.
Experience
Jemma’s career has been built within the rail sector, developing a strong track record in communications, public affairs and stakeholder strategy.
As Communications, Policy and Public Affairs Manager at Rail Forum, she led external communications and directed policy engagement activity, working with members from SMEs to Tier 1 suppliers. She delivered high-level stakeholder visits, roundtables and industry engagement, supporting supply chain resilience and aligning industry capability with government priorities.
Alongside this role, Jemma served as Communications Lead for Rail Safety Week, working with the national Steering Group to shape and grow a nationally recognised campaign. Under her leadership, organisational participation increased from 140 organisations in 2023 to 250 in 2025, demonstrating her ability to drive engagement and sector-wide collaboration.
Her earlier experience at Porterbrook strengthened her expertise in stakeholder engagement and public affairs within a rolling stock environment, working across internal and external communications and supporting strategic engagement initiatives.
